How to Study for the Florida Laws and Rules Exam (Dentists and Dental Hygienists)

Florida requires every dental and dental hygiene license applicant to pass a written Laws & Rules exam with 75% or better. Per ADEX, both are 90-minute computer-based exams at Prometric, with up to 67 items for dentists and up to 64 for hygienists (confirm at adextesting.org). Our advice: learn each module, drill questions, then take a timed practice exam.

What should you study for the Florida laws and rules exam?
The dentist exam covers the laws and rules regulating dentistry and dental hygiene (Rule 64B5-2.013, F.A.C.). The dental hygiene exam covers Chapter 466, Chapter 456 and the Board's 64B5 rules (no more than 3% on Chapter 456) (Rule 64B5-2.0135, F.A.C.). What is the best way to study for the Florida laws and rules exam?
This is our approach, built into the Dental Board Tutor Florida courses. It is study advice, not an official requirement.
- Start from the official source. Both exams are written on Florida's dental laws and rules, which the Board collects in its Laws & Rules booklet (rev. 08/11/2026). Our lessons are written from that booklet, and rules amended after it are flagged in the lesson with a link to the official text.
- Learn one module at a time. Our dentist course splits the material into 12 lesson modules and the dental hygiene course into 10. Read a module, then practice it right away while it is fresh.
- Practice with explained questions. Every practice question (574 for dentists, 429 for dental hygienists) comes with the reason the answer is right and the trap in the others. Read the explanation even when you get it right.
- Apply the rules to cases. Scenario drills give you a short clinical vignette and several questions that turn on its facts, which is closer to how rules are applied in practice than isolated definitions.
- Drill your weakest modules. Progress is tracked by module, and the weakest-areas drill builds a question set from your lowest-scoring modules, so review time goes where you lose points.
- Rehearse under time pressure. Take our timed practice exam (67 questions in 90 minutes for dentists, graded at 75%; 64 questions in 90 minutes for dental hygienists, graded at 75%). Each attempt draws a new set from every module. Review every miss afterwards.
- Finish with the key numbers. The Review Pack puts the key numbers and deadlines of every module on one printable page for the last days before the exam.
How do dental hygienists study the supervision levels?
Supervision levels are easier to learn as a table than as prose. In our course, the supervision matrix lists each task a dental hygienist may perform with its supervision level, the training it needs and the rule that says so, and a drill asks you for the level of a random task. How do you know you are ready for the Florida laws and rules exam?
75% or better on both exams: Rule 64B5-2.013(2)(b), F.A.C. for dentists and Rule 64B5-2.0135(4)(b), F.A.C. for dental hygienists. Our advice: take our timed practice exam more than once, and use the misses to pick your next modules. Scoring at or above the passing line on our practice exam is a good sign, but no practice score can promise a result on the official exam.
